Lambton County Council highlights from Feb. 6 meeting

At its regular meeting on Wednesday, February 6, 2013, Lambton County Council:

—Ratified a four year collective agreement with 22 members of the Lambton County Employee Association – Canadian National Federation of Independent Unions Local 3020 retroactive to January 1, 2013.  Staff is employed in the County of Lambton's Cultural Services Division.

—Heard a presentation from the Lambton Middlesex Landowners Association regarding proposed amendments to the County's woodlots by-law.

—Listened to a presentation from the Municipal Property Assessment Corporation which outlined how the presence of industrial wind turbines affects property value.

Ø  Listened to a presentation from the Sarnia-Lambton Children's Aid Society.

—Adopted the County of Lambton Integrated Community Sustainability Plan which will be used to leverage funding under the Green Municipal Fund for projects in the brownfields, energy, transportation, waste and water sectors.

—Voted to reconsider the motion directing staff to install four foot paved shoulders on all County roads.  Staff are to prepare a further report for council regarding the matter.

—Supported the request to have County Road 22 (Egremont Road and London Line) be also known as "The First Hussars Commemorative Highway" from the Middlesex County boundary to Exmouth  Road provided that a continuous, direct route be established between Sarnia and London.

—Referred the $50,000 Roadside Phragmites Control Program to the 2013 budget.

—Voted to create a "No Parking" zone on the south side of Lakeshore Road from Murphy Road to Modeland Road in Sarnia.

—Directed staff to prepare a report on the impact of using liquid calcium or brine on County bridges and roadways.

—Directed the Community Health Services Department to use $24,000 of one-time, provincial funding to support a 12-week practicum for a Public Health Inspector student for each of the three funding years from 2012-13 to 2014-15.

—Directed over $5.1 million in one-time, Ministry of Education Child Care funding to a child care reserve fund and authorized staff to draw down on the funds as needed to maintain current service levels.

—Directed staff to incorporate $494,000 annually in the Homelessness / Child Poverty Budget for the Social Assistance Restructuring Savings Reinvestment Plan.

—Referred to the 2014 budget a report to be prepared by staff regarding the installation of a "Welcome to Lambton County" sign along Highway 402.

—Directed staff to prepare a report on lowering the speed limit from 90 km/h to 60 km/h along Churchill Road at the Mandaumin Road intersection.

—Deferred to 2014 budget deliberations a request to consider paving a four foot shoulder along LaSalle Line through Aamjiwnaang First Nation.

—Noted its next regular meeting will be held Wednesday, March 6, 2013 at 1:15 p.m.

—Noted a joint committee meeting of council will be held Wednesday, February 20, 2013 at 12:00 p.m. to outline the Corporation's draft 2013 budget.
